Fix Windows Live Mail error 0x800C013E

- Open Windows Explorer
- Go to %localappdata%\Microsoft\Windows Live Mail 
- Rename the folder to Windows Live Mail_BAK
- Open WindowsLiveMail program and close. Is going show as new without any account.
- A new %localappdata%\Microsoft\Windows Live Mail folder will show up on Windows Explorer.
- Copy your mailbox* folders from Windows Live Mail_BAK to this new Windows Live Mail folder.
* Mailbox folders are named after your accounts names.
* Do NOT copy Backup, Calendars, Outbox, Sentinel, Storage Folders, Yourfeeds folders or any other file.
- Right-click the new Windows Live Mail folder.
- Go to Properties > General > Advanced .
- Turn off "Allow files to have contents indexed" and "Compress contents to save space disk".
- Open WindowsLiveMail program again. Now your accounts are back, but empty without mails.
- All your backup mails will show up inside Storage Folder > Recovered Items.
- Move all mails from Recovered Items to the each mail box. Use CTRL+A to select all and drag-drop.
- You can delete the Windows Live Mail_bak and the old mailbox* folders you copied before since they are now stored on the new folders.
